Government and Local Authority Bodies
- BSD
Building Standards Division responsible to the Scottish Government for the administration of the Building Standards System in Scotland. - LA
32 Scottish Local Authority Building Standards Services appointed by the BSD to carry out the verification and enforcement roles contained in the Building (Scotland) Act 2003. When you access the local authority website you will also be able to view other departments and services who you may have to consult in relation to your building project including Planning, Roads and Transportation, Environmental Health, Licensing etc. - HSE

The Convention of Scottish Local Authorities is the national association of Scottish councils. It acts as an employers' association for member authorities and exists to promote and protect the interests of councils by providing a forum for discussion with central government, other bodies and the public. - LABC
Local Authority Building Control – a limited company that represents the local authority building control in England & Wales and which works in partnership with LABSS.

SFRS The main purpose of the Scottish Fire and Rescue Service is to work in partnership with communities, the public and private sectors and other agencies on fire safety, prevention, protection and emergency response to improve the safety and wellbeing of people throughout Scotland.
COAL AUTHORITY The Coal Authority provides reports on coal mining, brine subsidence claims and natural subsidence hazards
SCOTTISH WATER Scottish Water is a publicly owned company, answerable to the Scottish Parliament. It provides 1.3 billion litres of drinking water every day and take away 840 million litres of waste water daily.
SEPA The Scottish Environment Protection Agency (SEPA) is Scotland’s environmental regulator which purpose is to protect and improve the environment, including the sustainable management of natural resources.
HISTORIC ENVIRONMENT SCOTLAND Historic Environment Scotland is an executive agency of the Scottish Government and is charged with safeguarding the nation’s historic environment and promoting its understanding and enjoyment on behalf of Scottish Ministers.
CARE INSPECTORATE The Care Inspectorate makes sure that care service providers meet the Scottish Government's National Care Standards and works to improve the quality of care.
DISABILITY EQUALITY SCOTLAND Disability Equality Scotland is the umbrella body for Access Panels in Scotland which are volunteers that work together to improve physical access and wider social inclusion in their local communities. PUBLIC ANALYST Building Standards Services can use the Public Analyst for the scientific investigation of possible hazardous materials encountered during the demolition/making safe of dangerous or defective buildings.

Certification
SBSC Scottish Building Services Certification is an information portal to support the Scottish building services industry in the delivery of the certification requirements of The Building (Scotland) Act 2003.
Certifiers of Design (appointed by the BSD)
SER Structural Engineers Registration Ltd administer a scheme for Certification of Design (Building Structure). The Scheme is a joint initiative by the Institution of Structural Engineers (IStructE) and the Institution of Civil Engineers (ICE). SER certifying engineers produce SER structural design certificates accompanied by drawings/details that local authority verifiers must accept as complying with Section 1 (Structures) of the Building Regulations.
BRE Building Research Establishment administer a scheme for the Energy Certification of Domestic and Non Domestic (commercial) Buildings in Scotland. BRE certifiers produce BRE energy design certificates accompanied by drawings/details that local authority verifiers must accept as complying with Section 6 (Energy) of the Building Regulations.
RIAS Royal Incorporation of Architects in Scotland administer a scheme for the Energy Certification of Domestic and Non Domestic (commercial) Buildings in Scotland. RIAS certifiers produce RIAS energy design certificates accompanied by drawings/details that local authority verifiers must accept as complying with Section 6 (Energy) of the Building Regulations.
Certifiers of Construction (appointed by the BSD)
SELECT is Scotland's trade association for the electrical industry which administers a scheme for the certification of electrical installations in domestic and non-domestic buildings. SELECT certifiers produce certificates of construction for electrical installations that local authority verifiers must accept as complying with the relevant areas of Section 4 (Safety) of the Building Regulations.
NICEIC National Inspection Council for Electrical Installation Contracting, now trading as Certsure LLP, is a UK wide organisation which administers a scheme for the certification of electrical installations in domestic and non-domestic buildings. NICEIC (Certsure LLP) certifiers produce certificates of construction for electrical installations that local authority verifiers must accept as complying with the relevant areas of Section 4 (Safety) of the Building Regulations.
SNIPEF Scottish and Northern Ireland Plumbing Employers Federation is an organisation which administers a scheme for the certification of drains, plumbing & heating installations in domestic and non-domestic buildings. SNIPEF certifiers produce certificates of construction for drains, plumbing & heating installations that local authority verifiers must accept as complying with the relevant areas of Section 3 Environment and Section 4 (Safety) of the Building Regulations
Partnership Schemes
CTWG Consortia Technical Working Group will investigate compliance issues arising from the Building Standards Regulatory process wherever they occur.
STAS Scottish Type Approval Scheme approves standard domestic and non-domestic buildings to be built anywhere in Scotland.
RD Registered Details, in collaboration with LABC, provides registrations of components, products and innovative designs acceptable throughout the whole of the UK.
SFRS MOU Scottish WorkingFire and Rescue Service MOU - the scope of the SFRS MOU covers relevant functions of each organisation, areas of co-operation, exchange of information, training initiatives and joint promotion and publicity.
